Brig. Gen. Robert Freeman Mugabe, Chairman of the General Court Martial (GCM), was sworn in for a third term. The swearing-in ceremony took place yesterday, following his reappointment by President Museveni, Commander-in-Chief of the Uganda Peoples’ Defence Forces (UPDF), a week prior.
According to sections 197, 198, and 202 of the UPDF Act No. 7 of 2005, the High Command has the authority to appoint members, reserve members, and staff officers to the GCM.
During the ceremony held at the court premises in Makindye, Kampala, Brig. Gen. Mugabe emphasized the importance of upholding the highest standards of conduct and teamwork, and expressed his gratitude to President Museveni for the opportunity to serve the country.
The Judge Advocate, Col. Richard Tukacungurwa, presided over the ceremony, during which several other officers also took the oath, including Col. Sam Ntugura, Maj. Angella Catherine Laker, Capt. Lucy Nicole Etoru, Warrant Officer 1 Oyar Boris Mark, Warrant Officer 2 Asiimwe Bob, Maj. Cyprian Sande Magezi, and Capt. Christine Sayuni, among others.
