Legislators have expressed concerns about the involvement of a Uganda People’s Defence Forces (UPDF) owned company in private security services, suggesting it could create public confusion. Last year, the National Enterprise Corporation (NEC), the commercial branch of the UPDF, entered the private security sector, prompting apprehension among Members of Parliament (MPs).
During a meeting with the Managing Director of NEC, Lt. Gen. James Mugira, on Friday, 5 July 2024, MPs on the Committee of Commissions, Statutory Authorities, and State Enterprises (COSASE) raised this issue. The Committee’s Deputy Chairperson, Hon. Allan Mayanja, questioned Mugira about the constitutional legality of the UPDF’s participation in providing private security services.
“Does this not contradict Article 210 of the Constitution?” asked Mayanja.
Mugira clarified that NEC does not employ UPDF personnel but rather hires veterans, Uganda Police Forces, civilians, and returnees from countries like Iraq. “These individuals form the core of our workforce. We are registered under the police because the licenses are issued by the police,” said Mugira, adding that the firearms they use are semi-automatic rifles, which are also used by other private organizations, and the UPDF does not pay the salaries of the workers.
Hon. Yusuf Nsibambi (FDC, Mawokota County South) advised against hiring veterans, arguing that most Ugandans still believe veterans are under military control. “The support is fine, but the distinction between a veteran and a serving military officer is unclear to laypeople, and any abuse may be attributed to the army because the line is blurred,” Nsibambi said.
Mugira acknowledged the potential confusion between retired and active soldiers but emphasized that those still serving in the army are supported by the government, whereas veterans are not. “The issue is mainly a misconception; people need to understand and support it for the good of the country. Our personnel who have provided services in the United Arab Emirates and other countries are absorbed and given employment,” Mugira stated.
