The Office of the Prime Minister with the Presidential CEO Forum (PCF), held the validation meeting for PCF Resolutions, which took place today on the 26th February 2025 at the Office of the Prime Minister.
The purpose of the validation meeting is to receive presentations from National Planning Authority on the integration of the PCF
Retreat Resolutions into the National Development Plan IV (NDP-IV) and the Program implementation Action Plan 9PIAPS)
This is in line with the President’s directive after the hosting of the 5th bi Annual Retreat in September 2024, where a couple of resolutions were adopted as part of the live document for government to implement under the Ministry of Finance.
The Mission of the indigenous Forum is to facilitate the core interactions to stimulate follow up implementation and drive Uganda’s rapid economic transformation under the Uganda First ideology, focusing on promoting, harnessing and popularising private sector bottlenecks to economic development.
The PCF Resolutions as adopted by HE the President from all the 5 Bi Annual Retreats have been integrated into the NDP IV a huge milestone for the PCF secretariat that would enhance the strategic interventions through the different government ministries, and Agencies.
The Rt. Hon. Prime Minister, Nabbajja Robinah, represented by the Minister of Science and Innovation, Hon, Monica Musenero, who chaired the vibrant session that was attended by core participants from government, key ministers, like State Min of Agriculture, Hon Fred Bwino Kyakulaga, other ministries represented were Ministry of Lands, Ministry of Finance, Min of Trade, and key agencies like URA, UIA, URSB, UEPB, UDC, UNBS among others plus the key Private Sector players from the Northern Region led by Prof Ogenga Latigo.
The National Planning Authority (NPA), under the leadership of Executive Director Dr. Joseph Muvawala, played a crucial role in conducting a technical assessment of the integration process, providing essential support alongside the Ministry of Finance, Planning, and Economic Development (MoFPED) and Programme Working Groups (PWGs). This collaborative effort underscores the government’s commitment to aligning private sector priorities with national development goals, eliminating bottlenecks to economic progress, and promoting policies that foster innovation and sustainability.
During a validation meeting Hon Musenero, representing the Prime Minister, expressed profound gratitude to all stakeholders for their dedication and collaboration. “This integration is a testament to our shared vision of transforming Uganda’s economy through strategic action, innovation, and partnership between the government and the private sector,” she stated.
“This is a historical day for both government and the private sector as we validate the integration of PCF Resolutions into NDPIV and PIAPs, demonstrating our commitment to sustainability and accountability for the private sector by the government,” said Mr Kayemba Deo PCF Board Member.
The successful incorporation of these resolutions into NDPIV reflects a collaborative, inclusive approach to national planning, ensuring that private sector voices are heard and acted upon. It builds on the outcomes of previous retreats and positions Uganda to achieve its long-term development goals as outlined in Vision 2040.
The PCF is a key platform in Uganda dedicated to promoting private sector involvement in national development. By fostering collaboration, advocating for appropriate legislation, and eliminating economic bottlenecks, the PCF supports policies that drive sustainable growth and innovation across the country. And the NDPIV (2025/26–2029/30) is Uganda’s fourth five-year national development framework, focusing on economic transformation, infrastructure development, private sector engagement, and regional growth, with a particular emphasis on initiatives like those outlined in the 5th BAR resolutions.
