UPDF Seeks 138 Billion for Election Security Amid Budget Shortfalls

The UPDF is seeking 138 billion shillings for election security ahead of the 2026 general elections and 39 billion shillings for operations in South Sudan. However, the proposed 2025/26 budget does not include funds for the promised salary enhancement for lower-cadre officers.

Minister Jacob Oboth defended the request, stating that the police alone cannot manage election security due to the nature of public turnout and behavior during and after elections.

“Wrong elements emerge during election time. But if this committee believes elections can proceed without UPDF involvement, then so be it. However, the stakeholders make it difficult. I acknowledge this may not be the ideal time to request these funds, but we don’t want to be blamed later,” Oboth stated.
