The Ministry of Justice and Constitutional Affairs has dismissed as inaccurate and misleading a report published by Nile Post News titled “Ministry of Justice to spend 140M teaching its staff how to use condoms.” In a statement issued today, the Ministry clarified the true purpose and allocation of its 2025/26 financial year budget regarding cross-cutting issues.
According to the Ministry, it is standard government policy for all Ministries, Departments, and Agencies (MDAs) to allocate 0.01% of their non-wage budgets—excluding pension and gratuity—towards addressing national cross-cutting issues such as health (including HIV and TB), gender equality, and related social concerns.
The Ministry confirmed that it has allocated 115 million shillings, not the 140 million stated in the article, and that this amount covers a wide range of health-related activities, including:
- Organizing the Annual Medical and Health Camp for staff wellness checkups.
- Facilitating attendance at national HIV and TB awareness initiatives.
- Procuring and distributing condoms at headquarters and regional offices as part of a broader HIV prevention effort.
- Monitoring the implementation of HIV and TB-related activities within the Ministry.
The Ministry emphasized that the funds are not dedicated solely to condom distribution or training, as claimed, but support a comprehensive health and wellness agenda aligned with national priorities.
The Ministry urged media outlets to verify information before publication to avoid misinforming the public and reiterated its commitment to transparency and responsible public expenditure.
