KCCA ED Buzeki Warns Law Enforcement Officers Against Corruption and Impunity, Preaches Professionalism

The Kampala Capital City Authority (KCCA) Executive Director Sharifah Buzeki has met with law enforcement officers and urged them to exercise their duties professionally and with discipline.

In a meeting held at KCCA’s City Hall, Buzeki warned against acts of impunity and corruption, emphasizing that such behavior will not be tolerated and that individual officers will be held accountable.

Buzeki appreciated the officers’ efforts in protecting green spaces and mending the city’s image. She commended those who have ensured the protection of green grass and encouraged innovation among the officers. She also appreciated a gentleman who composed a song for her and tasked the communication team to review and improve its quality.

However, Buzeki expressed concern over corrupt practices within the enforcement team. She noted that some officers engage in selective application of the law, targeting those who don’t bribe them while sparing those who do. She questioned why some officers measure the size of clothes with their eyes and on their bodies before impounding them, an issue she said is also a sign of a corrupt behavior.

The KCCA boss emphasized that corruption taints the authority’s image and that those involved will face serious consequences.

To support her statements, Buzeki revealed that some officers have been given 14 days to defend themselves against various allegations from the public , with some having already defended themselves while others remain unresponsive.

Buzeki assured that such errant officers will face disciplinary action, and those who behave professionally will have a long stay at KCCA. She noted that the authority will not tolerate officers who remain in the field foristance even upto 9 pm, engaging in acts of impunity against the public.

The Executive Director has also highlighted the importance of understanding their roles and responsibilities while executing their duties.

She emphasized that KCCA prioritizes serving the public interest and that officers should align their actions accordingly. Buzeki promised to address the welfare of law enforcement officers, including their grievances, and hold regular meetings to solve problems and challenges they face.

During an interactive session, Buzeki assessed the officers’ knowledge of KCCA ordinances. She found that most of them were familiar with the trade ordinance, while some demonstrated knowledge of other ordinances, such as the Public Health Act. The session involved random questioning of officers, with some appearing apprehensive about being approached. Buzeki promised to organize a training session for the law enforcement officers so as to refresh their minds for a better city.

In her conclusion, Buzeki emphasized accountability and professionalism, urging officers to work towards maintaining a positive image of KCCA. She assured that the authority will take action against corrupt officers, noting that there are many qualified individuals interested in their jobs.

Buzeki was accompanied by the KCCA Deputy Executive Director Benon Kigenyi and the Director for Legal Affairs Frank Rusa whom she tasked to document well the legal concerns of the law enforcement officers.

Other top officials of KCCA including prosecutors attached to the KCCA’s Legal Department and Manager Law Enforcement SSP Kassim Matovu among others also attended the meeting this afternoon.
