The Government of Uganda has officially launched the National Strategic Communications Committee (NSCC), a multi-sectoral platform bringing together public and private sector players to streamline and unify all government communications. The committee is expected to help shape a cohesive national narrative and improve Uganda’s public image locally and internationally.
Presiding over the launch on behalf of the Minister for ICT and National Guidance, Hon. Chris Baryomunsi, was State Minister Hon. Joyce Nabbosa Ssebugwawo. She emphasized the media’s powerful influence in determining how Uganda is perceived both at home and abroad. Minister Ssebugwawo formally unveiled the NSCC by waving the national flag, marking the start of its operations.
NSCC Chairperson Odrek Rwabwogo underscored the need for coordinated communication, citing the dangers of disjointed messaging. “A lack of a unified national vision results in scattered and ineffective messaging,” he noted, warning that such fragmentation undermines the country’s strategic interests.
In her presentation, Marcella Karekye from the Government Citizen Interaction Centre (GCIC) tackled the issue of frequent misreporting and its impact on the country’s reputation. “Every nation has challenges, but they don’t headline their media every day. We must highlight positive stories and promote Uganda’s strengths,” she urged.
Speaking on behalf of the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), Dr. Paul Mwambu drew attention to the risks posed by inaccurate media coverage on Uganda’s agricultural exports. He pointed out that sensational reporting often lacking technical context—can damage the credibility of Uganda’s produce in international markets.
The NSCC is expected to spearhead a strategic shift in how Uganda communicates with both its citizens and the global community, with an emphasis on professionalism, unity, and promoting the country’s achievements.
