Maj Gen Francis Okello Lauded for Foundational Role at National Defence College – Uganda

Maj Gen Francis Okello has been praised for his instrumental role in founding and advancing the National Defence College – Uganda (NDC-U), now recognized as the nation’s leading institution for strategic military training.

The recognition came from Maj Gen Francis Takirwa, Deputy Commander of the Land Force, during a handover event where Maj Gen Okello officially transferred command to Brig Gen Alex Olupot. The ceremony took place at the NDC-U premises in Njeru Municipality, Buikwe District.

“You took on the challenge of establishing NDC-U from the ground up. Despite hurdles, you applied NRA values to achieve a landmark goal and transformed it into the modern facility we see today. That is the legacy you leave behind,” said Maj Gen Takirwa.

He applauded Maj Gen Okello, the inaugural commandant, for laying a strong groundwork for the college and noted that the leadership transition marked a significant phase in its growth. “This is the first formal change in leadership at Uganda’s highest-level military education facility. It represents smooth succession, and just as Maj Gen Okello hands over the mantle today, Brig Gen Olupot will eventually do the same. Public service is not permanent.”

Highlighting Okello’s commitment, Maj Gen Takirwa voiced trust in the capabilities of the new commandant. “He has loyally served the military and exits with a wealth of experience. We are confident he will still serve the nation in civilian spheres. I encourage Brig Gen Olupot to emulate his path.”

In his farewell message, Maj Gen Okello expressed appreciation to President Yoweri Museveni and UPDF leadership for the confidence they placed in him. “I am grateful to His Excellency and the UPDF command for selecting me among numerous qualified officers to lead NDC-U. I’ve overseen its journey from inception in July 2022 to its current status,” he remarked.

He noted with pride that he ends his military tenure at an institution he helped shape, with three cohorts already completed.

Brig Gen Olupot, who now takes over as commandant, committed to advancing the institution’s progress. “It is a privilege to be chosen from many competent officers to lead this esteemed college. I recognize the outstanding achievements of my predecessor and promise to expand upon his legacy to continue the college’s upward trajectory,” he said.

The event drew attendance from senior faculty and staff, including Brig Gen Kefa Nangeso, Brig Gen David Tweheyo, Brig Gen Steven Kusasira, Prof Murindwa Rutanga, Brig Gen Emmanuel Kazahura, Brig Gen Johnson Niwamanya, Col Ephraim Mugume, Col Sylvia Meeme, and various departmental leaders from NDC-U.
