Mr. Denis Mugasa’s leadership at the helm of Uganda’s gaming regulatory body has been hailed as a game-changer, with significant reforms that boosted revenue, improved oversight, and increased public trust in the sector.
Under his tenure, annual revenue from the gaming industry grew sixfold from UGX 50.6 billion in the 2019/2020 financial year to UGX 323 billion by June 2025. This remarkable growth was driven in part by the successful deployment of the National Central Electronic Monitoring System (NCEMS), which enabled real-time supervision of gaming activities across the country.
Mr. Mugasa also led efforts to formalise previously illegal gaming operators, integrating them into the regulated economy and expanding the tax base. Another notable milestone was the onboarding of Ithuba Uganda Limited as the official National Lottery Operator—signifying a major step in developing Uganda’s national gaming infrastructure.
His leadership further ensured the institution’s alignment with the government’s Rationalisation of Agencies and Public Expenditure (RAPEX) policy, enhancing operational efficiency and institutional resilience.
