Uganda’s SDG Secretariat Strengthens Coordination for Inclusive, Results-Driven Development

The National SDG Secretariat, housed in the Office of the Prime Minister, Uganda, continues to play a pivotal role in driving the country’s Sustainable Development Agenda. Established in 2019 following a recommendation by the Auditor General, the Secretariat coordinates Uganda’s SDG implementation through a whole-of-government and whole-of-society approach.

With five active technical working groups focused on planning and mainstreaming, financing, data, communication, and monitoring and evaluation, Uganda has successfully integrated 95% of the SDG targets into its Third National Development Plan (NDPIII) and now fully into NDPIV. This alignment ensures that national development remains inclusive and performance-based.

Progress is tracked through annual SDG reports, Voluntary National Reviews (VNRs), and localized monitoring tools. Key publications like the 2023 SDG Progress Report and the 2024 Leave No One Behind Analysis guide real-time policy decisions.

The Secretariat also leads national advocacy efforts, having convened three SDG Conferences, the latest in June 2024 with a focus on localization and performance. Uganda has presented three VNRs at the United Nations, reinforcing its global commitment.

In April 2025, Uganda hosted the Eleventh Session of the Africa Regional Forum on Sustainable Development, championing the Kampala Declaration. This declaration calls for integrating Agenda 2063, reforming financing frameworks, and enhancing data accountability priorities the Secretariat is already implementing through collaboration with MDAs, development partners, the SDG Private Sector Platform, CSOs, academia, and others.

As Uganda works to align global frameworks like the Pact for the Future with national strategies, the Secretariat remains committed to fostering evidence-based, inclusive, and accountable development.
