Col Henry Obbo has formally taken up the role of Deputy Director of Defence Public Information at the Ministry of Defence and Veteran Affairs (MODVA) headquarters in Mbuya, succeeding Maj Bilal Katamba, who is proceeding to the prestigious Senior Command and Staff Course.
The handover function was officiated by the Director of Defence Public Information, Maj Gen Felix Kulayigye.
Maj Gen Kulayigye applauded Maj Katamba for his outstanding contribution in promoting the image of the Uganda Peoples’ Defence Forces (UPDF) as a people-focused army. He urged officers to take on responsibilities with dedication and resolve, emphasizing that while challenges will always arise, they can be overcome through discipline and diligence.
He further encouraged staff to uphold humility, accountability, and a willingness to learn, stressing the importance of appreciating constructive criticism and respecting others.
In his remarks, Maj Katamba expressed his gratitude to the UPDF leadership for the opportunity to serve and thanked Maj Gen Kulayigye for his guidance, commending the teamwork and support of the staff.
On his part, Col Obbo pledged to build upon his predecessor’s achievements, promising to strengthen teamwork, collaboration, and partnerships with other Ministries, Departments, and Agencies. He also conveyed his appreciation to the UPDF leadership for their confidence in him, adding that he feels privileged to work under Maj Gen Kulayigye, whom he described as a mentor to many, himself included. He underscored the value of continuity in leadership through mentorship.
The ceremony was attended by UPDF junior officers, enlisted personnel, and civilian staff.
