The Minister of Finance and Member of Parliament for Rubanda East Constituency, Hon. Henry Musasizi, has launched his re-election campaign at Kitojo in Bubare Sub County, Rubanda District, seeking a fresh mandate to continue serving the constituency up to 2031.
Addressing residents, Musasizi thanked voters for the trust and support they have given him since 2011, saying their confidence has enabled him to serve consistently in Parliament and government.
He highlighted progress made in infrastructure, noting that when he first entered leadership, Rubanda faced serious challenges, particularly poor road networks. He said several roads have since been improved, including the Kabale–Katuna–Kamuganguzi road, for which government has allocated funds, including one billion shillings for maintenance.
On electricity, Musasizi said access to power has improved across the constituency, although some villages remain unconnected. He said government is continuing efforts to extend electricity and improve water access, which he described as a remaining challenge.

Musasizi urged residents to also support President Yoweri Kaguta Museveni, whom he described as the NRM Chairman for Rubanda District. He credited the President with promoting peace, unity and inclusive governance, including policies that protect women’s rights, freedom of religion and women’s participation in leadership.
In education, the minister said government policy aims to have a government primary school in every parish and a government secondary school in every sub-county. He cited projects he has lobbied for, including a dormitory at Bubare Secondary School, three classrooms at Kitagyenda, a multi-purpose hall at Kashaki and developments in Rubona.
On health, Musasizi said government is working towards having a hospital in every district. He noted improvements at Bubare Health Centre III, the elevation of Kamugongo to district hospital status and plans to upgrade Habutikyi Health Centre to Health Centre III by July, with additional medicines and staff. He also cited continued support to Kabale Regional Referral Hospital and church-founded hospitals such as Rugarama and Rushoroza through Primary Health Care grants. He added that Rubanda has made progress in disease prevention, including the absence of polio.

On wealth creation, Musasizi highlighted government programmes such as Emyooga and the Parish Development Model, under which 100 million shillings is allocated per parish. He said proposals are underway to increase the allocation to 150 million shillings. He criticised the current PDM committee in Kitojo, saying it has not served residents effectively, and promised a new committee after elections.
He also announced plans to support unemployed graduates with start-up capital, provide funding to religious leaders and expand access to Presidential Skilling Hubs and SACCOs. He noted that government provides 100 million shillings for SACCO start-ups, with 50 million already allocated in Rubanda District.
