The Uganda People’s Defence Forces (UPDF) and the Rwanda Defence Force (RDF) have convened the seventh Proximity Commanders’ Meeting in Musanze to review cross-border security and strengthen cooperation between the two countries.
The three-day meeting, running from February 18 to 20, 2026, is focused on assessing the security situation along the Rwanda–Uganda border, strengthening peacebuilding efforts, promoting cross-border trade and community interaction, and exploring industrial and tourism potential in Rwanda’s Northern Province.
The meeting brings together commanders from RDF infantry divisions operating along the common border, led by Major General Ruki Karusisi of the 5th Division and Brigadier General Deo Rusanganwa of the 2nd Division. They are joined by officers from the UPDF 2nd Infantry Division under the command of Major General Paul Muhanguzi.

Senior civil and security officials from both countries are also in attendance, including Northern Province Governor Maurice Mugabowagahunde, representatives of local government authorities, and the police.

Discussions are centred on reviewing the implementation of recommendations agreed at previous meetings, particularly measures to curb illegal cross-border activities and address emerging security concerns. The two sides are also assessing progress made in information sharing, joint verification mechanisms and coordinated responses aimed at maintaining stability along the border.
The Proximity Commanders’ Meeting is part of ongoing bilateral security engagements between Uganda and Rwanda aimed at promoting confidence-building, cooperation and stability in border communities.
