Museveni Praises Owiny-Dollo’s Service at Gulu Homecoming

President Yoweri Kaguta Museveni has praised retired Chief Justice Alfonse Chigamoy Owiny-Dollo for his distinguished service to Uganda, citing his integrity in public service, contribution to strengthening the judiciary and efforts to promote unity in Northern Uganda.

The President made the remarks while attending a homecoming ceremony held in honour of the former Chief Justice at Kaunda Grounds in Gulu City, where national leaders, cultural and religious figures, family members and residents gathered to celebrate his career and service to the nation.

Museveni said Owiny-Dollo’s recognition by his community was a fitting tribute to a leader who served the country with dedication and patriotism. He noted that during the time he worked with him, he had never heard Owiny-Dollo associated with corruption, despite concerns that have occasionally been raised about corruption within some parts of the judiciary.

The President also commended Owiny-Dollo for supporting the expansion of Alternative Dispute Resolution (ADR)mechanisms, which aim to reduce case backlogs and improve access to justice.

He further praised the retired Chief Justice for his role in promoting unity and reconciliation in Northern Uganda, particularly during the region’s recovery after years of conflict.

During his address, Museveni also emphasized the importance of household wealth creation, urging Ugandans to engage in income-generating activities such as poultry keeping, dairy farming, coffee growing, fruit cultivation and fish farming.

According to the President, Uganda’s economic transformation will depend largely on millions of small-scale producers participating in productive enterprises.

In his remarks, Owiny-Dollo thanked President Museveni for attending the ceremony and acknowledged his role in restoring peace and stability in Northern Uganda, noting that the return of peace had allowed communities to rebuild their lives and strengthen institutions.

Other speakers at the event also paid tribute to the former Chief Justice, praising his commitment to the rule of law and his contribution to strengthening Uganda’s justice system.

The ceremony featured traditional Acholi cultural performances, prayers and tributes from leaders and community members celebrating Owiny-Dollo’s service to the country.
