The Chief of Defence Forces (CDF), Muhoozi Kainerugaba, has officially seen off His Excellency Vladlen Semivolos, the outgoing Ambassador of the Russian Federation to Uganda, marking the end of a diplomatic tenure characterized by strong strategic collaboration and mutual regard.
During a farewell meeting held at the Special Forces Command headquarters in Entebbe, the CDF expressed appreciation for the ambassador’s contribution to strengthening the longstanding relationship between Uganda and Russia. He emphasized that the ties between the two countries remain solid and enduring, anchored in a shared past and a continued commitment to regional peace and stability.
Gen Kainerugaba underscored the role of Russian support in enhancing the modernization and professionalism of the Uganda People’s Defence Forces (UPDF). He noted that the technical assistance and specialized cooperation extended during the ambassador’s tenure have significantly contributed to Uganda’s national security framework, boosting the country’s capacity to address threats, safeguard its borders, and successfully execute various operations. He described Russia’s military support as a clear indication of the strength and depth of the bilateral partnership.
In his remarks, Ambassador Semivolos reflected positively on his four years and five months in Uganda, highlighting notable progress in strengthening relations between the two nations. He also pointed to ongoing efforts to formalize cooperation through Memoranda of Understanding in key sectors such as tourism, agriculture, and immigration, aimed at further reinforcing the partnership.
Uganda and Russia are also set to finalize a reciprocal visa-waiver arrangement for holders of diplomatic and official passports, which will form part of a broader Memorandum of Understanding expected to be signed soon.
As he wished Ambassador Semivolos success in his future assignments, Gen Kainerugaba reaffirmed the UPDF’s commitment to building an even stronger military and diplomatic partnership moving forward.
The meeting concluded with a shared commitment to deepen bilateral relations further, with the CDF noting that frequent high-level exchange visits have become a reflection of the close ties between the two countries. The farewell engagement was also attended by senior UPDF officers, including the Chief of Joint Staff, Lt Gen Jack Bakasumba; the SFC Chief of Staff, Brig Gen Paul Namawa; the Joint Staff Logistics, Brig Gen Godwin Karugaba; and the Commander of the Marine Brigade, Brig Gen Micheal Nyarwa.
