The Ministry of Foreign Affairs has successfully concluded the inaugural phase of the Grade VI Foreign Service Officer (FSO) training programme, held at the Civil Service College in Jinja. This milestone event signifies a notable achievement in the implementation of the Ministry’s structured and progressive diplomatic training curriculum.
In his address, Retired Ambassador Paul Mukumbya, the coordinator of the programme, commended the facilitators for their dedication and encouraged the trainees to apply the knowledge acquired during the programme. “You have had the opportunity to learn from seasoned practitioners, gaining firsthand insights into the practice of diplomacy. It is imperative that you apply this knowledge in your professional capacity and continue to seek further learning,” he noted. Ambassador Mukumbya added, “You are fortunate to join the Foreign Service at a time when a clear and comprehensive curriculum exists to guide and shape your professional development.”
Mr. Phillip Mbatya, Head of Human Resource Management, highlighted the strategic objectives of the training as a foundational programme designed to provide a professional grounding. โYour diverse academic and professional backgrounds necessitate this harmonization, ensuring you are adequately equipped for effective service,” he said. He also emphasized that the Ministry has adopted a tiered training structure, spanning from Grade VI to Grade I, with a focus on continuous professional development. “Our approach is designed to foster a culture of progressive learning, practical application, and alignment with the Ministry’s mandate,” he added.
He also drew attention to forthcoming initiatives, including country exposure programmes and inter-agency placements, aimed at providing participants with a deeper understanding of Uganda prior to their deployment, particularly in the context of Economic and Commercial Diplomacy.
On behalf of the participants, Mr. Francis Roy Yiga expressed gratitude for the programme, stating, “We are thankful to the Ministry’s leadership, our facilitators, and the Civil Service College for the knowledge and guidance imparted. This training has been both enriching and transformative.”
Representing the Permanent Secretary, Ambassador John Leonard Mugerwa commended both the trainees and facilitators. “This one-month programme, spanning from Kyankwanzi to Jinja, has provided a solid foundation in Uganda’s diplomatic trajectory and our aspirations for the futureโ, he remarked. He encouraged the participants to pursue ongoing learning as they mark the beginning of their professional journey. He also urged them to remain committed to continuous growth, excellence, discipline, and further study.
The Ministry of Foreign Affairs has developed a structured training curriculum, which is central to the development of a professional, cohesive, and results-oriented Foreign Service, capable of effectively advancing and protecting Uganda’s interests on the contemporary and highly dynamic global stage.
