The Minister for the Presidency, Hon. Babirye Milly Babalanda, has urged Resident District Commissioners (RDCs) in the Acholi sub-region to strengthen mobilization efforts ahead of the 2026 general elections, emphasizing the need for President Yoweri Kaguta Museveni to secure overwhelming support.
The Minister made the remarks while closing a three-day capacity-building workshop for RDCs, RCCs, their deputies, RISOs, and DISOs in Gulu City.
Babalanda called on the commissioners to ensure effective supervision of government programs and visibility of development projects through community engagements, radio talk shows, and barazas. She said this would promote transparency, accountability, and public awareness of government achievements.
“You must leave no stone unturned and therefore you should reach all corners of your respective districts and ensure that the population is mobilized to vote for the NRM Party flag bearer,” she said.

She reminded RDCs of their key role in maintaining peace and security, coordinating intelligence, and responding swiftly to public concerns.
Hon. Babalanda also explained that as key stakeholders, it is their cardinal responsibility as leaders to ensure that they supervise the implementation of all government programmes and projects in the country.
She said this will create transparency and accountability to the population which entrusted the government with the leadership responsibility.
“In addition, you must ensure visibility of all government interventions in your respective districts through radio talk shows and barazas with the general public. Officiate at every project launch and closure/ handover in your district whether Government or donor funded,”she said.
“I want to assure you that the Office of the President is committed to providing all the required political and technical support in ensuring proper monitoring of the implementation of all Government Programmes and Projects.”
The Minister also warned against internal conflicts within RDC offices, calling for teamwork and discipline.
Former Minister of Energy Hon. Daudi Migereko, who also addressed the workshop, highlighted the importance of mobilization, peace, and economic empowerment. He urged RDCs to focus on increasing household incomes and supporting local investment initiatives, stressing that socio-economic transformation depends on productive communities.

Migereko commended the Acholi RDCs for their coordination during the President’s recent campaign visit to the region and encouraged them to build on that momentum.
Presenting an update on the government’s 2021–2026 Manifesto, Dr. David Sengendo from the Manifesto Implementation Unit reported progress in infrastructure and social services across Northern Uganda, including completion of 393.5 km of national roads, safe water access in 82 percent of villages, and electricity connections to all district headquarters.
The government targets expanding secondary and technical education access and constructing or upgrading hospitals in districts that lack them as part of its ongoing development agenda.
