Government Issues new Guidelines to Streamline Industrial Park Development

The Ministry of Trade, Industry and Cooperatives has released simplified guidelines for the development of industrial parks, in a move aimed at strengthening Uganda’s industrialisation drive.

The guidelines set out a clear framework for planning, approval, construction and operation of industrial parks, addressing gaps that have slowed implementation in the past.

Officials say the new framework is intended to tackle challenges such as overlapping institutional roles, unclear procedures and weak coordination among agencies.

The guidelines are aligned to key national strategies, including Vision 2040, the National Development Plan IV, the National Industrial Policy and the tenfold growth strategy.

Government says the measures are designed to improve planning, ensure industrial parks are fully serviced and investment-ready, and boost investor confidence.

The ministry also expects the guidelines to support value addition, job creation and export growth, while improving accountability in the development of industrial infrastructure.

Stakeholders have been urged to adopt the framework to reduce bottlenecks and improve performance under the manufacturing programme.
