Amidst Uganda’s journey of progress and innovation, a defining moment has emerged – the launch of Uganda’s Digital Transformation Roadmap. This roadmap isn’t solely about technology; it’s a visionary path where innovation drives sustainable development, economic prosperity, and enhanced livelihoods for every Ugandan. Crafted through collaboration, it outlines strategic areas, policies, and implementation tactics, aiming to guide us towards a promising future.
Below is the comprehensive speech by the the Minister of ICT & National Guidance, Hon.Chris Baryomunsi. that encapsulates the essence of this transformative voyage:

- The Chairman of Centenary Group and your Subsidiary Chief Executive Officers,

- Ladies and Gentlemen,
Good morning and welcome to this momentous occasion as we gather here to mark the launch of the Digital Transformation Roadmap of Uganda. I am honoured to stand before you today as we embark on a journey that holds the potential to reshape our nation’s future and bring about unprecedented progress.
As we stand at the intersection of technology and innovation, we are witnessing a pivotal moment in Uganda’s history. The Digital Transformation Roadmap represents a bold vision for our nation’s future – a future that is not just driven by technology, but one in which technology serves as the catalyst for sustainable development, economic growth, and improved livelihoods for all Ugandans.
This roadmap has been developed with a clear understanding of the challenges and opportunities that lie ahead. Our government, in collaboration with various stakeholders, has crafted a comprehensive strategy that outlines the key areas of focus, the necessary policies, and the implementation framework that will guide us through this transformative journey.
Now, once we implement the Roadmap, I have written down five key outcomes that we must achieve. These outcomes will become the Key Performance Areas for the ICT sector. The five ultimate outcomes of our Digital Transformation Roadmap that I have written down per pillar include:
- Digital Infrastructure & Connectivity
- Uganda with seamless digital access, where urban and rural disparities in connectivity are eradicated. Every citizen, irrespective of their geographical location, enjoys uninterrupted and affordable access to the digital world, facilitating equality in opportunity and knowledge access.
- Digital Services
- transformed Ugandan public service system, characterized by streamlined processes, reduced bureaucratic delays, and enhanced citizen satisfaction. Keen attention to the critical sectors like health, education, transportation, and agriculture where we should have all services digitally optimized, ensuring that services are not only swift but also citizen-centric.
- Cyber Security, Data Protection & Privacy: A robust digital ecosystem where citizens and organizations operate with confidence, knowing their data is protected. There should be a notable reduction in cyber threats and infringements, and an increase in trust in digital platforms sees a significant uptick as data protection and privacy become synonymous with Uganda’s digital operations.
- Digital Skills: A workforce equipped with the necessary digital competencies, ready to embrace the challenges and opportunities of the digital era. Education systems and training programs are revamped to focus on these critical skills, ensuring that every individual, from student to professional, is digitally adept and globally competitive.
- Innovation & Entrepreneurship: A vibrant startup ecosystem, supported by policies and programs that stimulate innovation. There should be a notable increase in home-grown tech solutions, products, and services that cater to both local and global markets. Entrepreneurs should be recognized, celebrated, and supported, ensuring that Uganda moves from being a digital consumer to a significant digital contributor on the global stage. We need to be known globally as Africa’s Innovation Powerhouse.
Ladies and gentlemen, the success of this roadmap depends on the collective efforts of all stakeholders – government agencies, private sector partners, civil society, academia, and the general public. Collaboration and inclusivity are at the heart of our approach, and I encourage everyone to actively participate in this transformational journey.
I wish to take a moment to express my deepest gratitude and congratulations to the staff at the Ministry of ICT & National Guidance. Their dedication, resilience, and passion have been the catalyst in bringing our vision to the forefront. Their tireless efforts have shaped this roadmap, and for that, they deserve every bit of recognition and praise.
