The President of Uganda addressed the nation on the rationale behind the consolidation of various government agencies, including the Uganda Coffee Development Authority (UCDA). He emphasized that the creation of agencies such as UCDA, NAADS, and UNRA initially served a tactical purpose, allowing specialized tasks outside regular departmental structures.
However, he criticized some of these agencies for failing to uplift the economy and integrate more households into the money economy, necessitating additional initiatives like Operation Wealth Creation (OWC).
The President highlighted OWC’s success in expanding agricultural production and household participation in income-generating activities. He argued that rationalization aims to streamline government functions, reducing redundant agencies and improving efficiency across sectors.
He praised the Parish Development Model (PDM) as a promising approach to community-led growth, emphasizing its low-interest credit program for Ugandans. The President also credited the National Resistance Movement (NRM) for stimulating economic transformation and boosting Uganda’s agricultural output.
Expressing dissatisfaction with Uganda’s current revenue from coffee exports, he called for more local value addition to increase national earnings. He warned against tribalism and divisive narratives, affirming NRM’s commitment to inclusive national progress. Rationalization, he concluded, is essential to ensure Uganda’s resources are used effectively to drive sustainable development.
