As Muslims observe the sacred month of Ramadan and Christians partake in the reflective period of Lent, the Executive Director of Kampala Capital City Authority (KCCA), Sharifah Buzeki, has reiterated KCCA’s dedication to transforming Kampala into a cleaner, safer, and more inclusive urban center.
In her special address to Kampala residents on March 6, 2025, Buzeki stressed the significance of patience and cooperation as KCCA continues implementing large-scale infrastructure projects aimed at enhancing the city’s road network and waste management systems.
Buzeki outlined several major infrastructure projects currently in progress, including the construction of over 30 roads spanning approximately 89 kilometers under the Kampala City Roads Rehabilitation Project (KCRRP). Some of the roads undergoing upgrades include Old Port Bell, Spring, Salama, Old Mubende, Sir Apollo Kaggwa, and Queen’s Way, among others.
Furthermore, Phase I of the Greater Kampala Metropolitan Urban Development Program (GKMA-UDP) is underway, covering a total of 19.85 kilometers. These include Katalemwa, Muganzilwanza, Wavamunno, Kyebando, Kira, and Nsambya Estate roads. These improvements are expected to not only ease urban mobility but also generate employment opportunities, with a particular focus on empowering women in Kampala.
Recognizing the temporary inconveniences caused by ongoing construction, Buzeki encouraged road users to remain patient and comply with traffic diversions while following the guidance of flagmen at various sites to facilitate smooth movement.
During an on-the-ground inspection of the ongoing roadworks under the Kampala City Roads Rehabilitation Project, Buzeki challenged contractors and consultants over the slow pace and project delays. She emphasized the importance of meeting project timelines, ensuring road user safety, maintaining quality, and guaranteeing value for money while expediting construction to adhere to set deadlines.
“We remain steadfast in our mission to enhance the city’s infrastructure. Although the ongoing civil works may result in temporary disruptions, we appeal to all road users to exercise patience. Our internal teams are diligently working to fill potholes and restore roads, ensuring we create a city we can all take pride in,” Buzeki affirmed.
Beyond road development, Buzeki stressed the crucial role of proper waste management in maintaining a clean Kampala. She urged residents to embrace responsible waste disposal habits, including sorting garbage at the source by distinguishing between biodegradable waste and recyclables.
“This city belongs to all of us. Let’s manage waste responsibly by embracing the principles of reuse, recycling, and reduction,” she advised. “KCCA has strategically placed smart bins across different areas to assist pedestrians, and as per the Physical Planning Act, every building in the city must have at least two litter bins.”
She also reminded residents of the legal consequences of littering, referencing the National Environment Management Authority (NEMA) Act 2019, which classifies littering as an offense, carrying penalties including imprisonment of up to 10 years.
To further strengthen waste management efforts, Buzeki announced that KCCA would be deploying additional garbage bins in various parts of the city, ensuring that residents have increased options for proper waste disposal.
Acknowledging the spiritual significance of this season, Buzeki extended warm greetings to both Muslim and Christian communities, encouraging them to use this time for introspection, unity, and acts of kindness.
“On behalf of KCCA, I extend my heartfelt best wishes to our Muslim brothers and sisters during this blessed month of Ramadan and to our Christian community as they observe Lent,” she conveyed.
She underscored the importance of faith and community cohesion, urging residents to show generosity toward those in need.
“This sacred period serves as a reminder of the values of faith, togetherness, and compassion. As we fast, pray, and seek spiritual renewal, let us also seize this moment to strengthen the fabric of our community,” she urged.
