To have a competitive advantage, UBC has developed high quality targeted programmes to meet the demand and expectations of its stakeholders. The Corporation has adopted a five stage model for developing government communication projects. The five stage process should help communicators across government to ensure that their communication activity is effective, efficient and evaluated, whether they are working on no cost or low cost media, stakeholder and internal staff engagement or large scale multi-million-shilling behavior change campaigns.

SIGNET
Signet is a subsidiary company of UBC that was registered in 2015 to manage the DTT and its infrastructure. Its mandate is to be a common carrier for all broadcasters in the country. Its strategic objective is to manage the implementation of analogue to digital migration for terrestrial television in line with the national policy and ITU RRC-06 guidelines and to complete the analog to digital migration in terrestrial television covering the whole country And To develop and manage all radio and television broadcasting systems.
