UBC was established by the Uganda Broadcasting Cooperation Act of 2005 with the mandate to:
- Develop the Cooperation into a Public National Broadcasting Centre of excellence, for a purpose of providing electronic media and consultancy services that educate and guide the public
- Achieve and sustain comprehensive national radio and television coverage
- Achieve and sustain a common carrier status.

To be an innovative an objective media organization providing high quality services that satisfy the needs of all Ugandans

To inform, educate, guide and entertain the public through maintaining a suitable national coverage.
