Parliament Endorses UPDF Deployment in South Sudan

Legislators have backed the deployment of the Uganda People’s Defence Forces (UPDF) in South Sudan.

The Minister of Defence and Veteran Affairs, Hon. Jacob Oboth, tabled a motion seeking parliamentary approval for the UPDF’s mission in South Sudan. This was during a parliamentary session presided over by Speaker Anita Among on Thursday, 20 March 2025.

Oboth explained that violent unrest broke out in South Sudan’s Upper Nile State at the beginning of March, prompting President Salva Kiir to seek urgent assistance from his Ugandan counterpart, President Yoweri Museveni.

“On 10 March 2025, in line with the Memorandum of Understanding on Defence Cooperation and the Status of Forces Agreement, South Sudan’s President, Salva Kiir, requested President Yoweri Museveni for immediate military intervention to prevent a looming security crisis,” Oboth stated.

As a result, Museveni authorized the deployment of the UPDF on a peace enforcement mission. Oboth emphasized that this decision was made under the authority granted to the President by the Constitution and the UPDF Act.

He further noted that Museveni’s decision stemmed from Uganda’s dedication to patriotism, nationalism, and Pan-Africanism.

“This deployment was undertaken in the spirit of brotherhood, solidarity, and the deep-rooted historical and regional connections between the two nations,” he remarked.

Oboth defended the UPDF’s presence in South Sudan, arguing that the prevailing insecurity there could have severe economic, social, and political repercussions for Uganda.

“The deployment of the UPDF in South Sudan has previously played a crucial role in stabilizing security, enforcing peace, safeguarding lives, and preventing further conflict escalation. This intervention benefits not only Uganda but also the wider region and the African continent,” he asserted.

Hon. Gilbert Olanya (FDC, Kilak South County) seconded the motion, urging fellow legislators to endorse the deployment.

“Anyone hailing from Acholi or West Nile would strongly support the UPDF’s presence in South Sudan. For the sake of peace for the people of Northern Uganda and those engaged in business across the border, let us fully support this initiative,” Olanya urged.

He further emphasized that sending the UPDF to South Sudan would not only secure stability in that country but also safeguard peace within Uganda.
