Phaneroo Ministries International has dismissed as baseless claims circulating on social media alleging a land dispute between the ministry and the Uganda Heart Institute.
In a press statement issued on April 16, 2026, Phaneroo management said the allegations, reportedly advanced by several online commentators, are “defamatory” and based on misinformation.
The ministry stated that it maintains a working relationship with its neighbours in Naguru and has been actively engaging stakeholders under the Naguru Medical Hub Development Masterplan. According to Phaneroo, a recent meeting convened by the Uganda Land Commission on March 17 brought together both the Heart Institute and the ministry, indicating that discussions are ongoing and not stalled as alleged.
Phaneroo further clarified that it legally acquired the land in question and is not aware of any irregularities in the process. It noted that its ownership is not contested and that visible developments on the land demonstrate its intended use.
Addressing concerns around infrastructure, the ministry acknowledged plans for a road network under the Naguru Medical Hub project, noting that it is among the most affected developers. However, it emphasized that the process is government-led and involves multiple agencies including the Ministry of Lands, Kampala Capital City Authority and the National Planning Authority.
“It would therefore be inappropriate to accuse Phaneroo of delaying the Heart Institute’s developments when we are not in charge of the above process,” the statement reads.
Phaneroo added that it is not aware of any key installations planned on its portion of land designated for the road project.
The ministry described claims that dialogue has failed as premature, insisting that engagements are ongoing. It also warned against what it called attempts to portray the institution negatively and undermine government-led development efforts.
