Uganda, BADEA Strengthen Partnership at Islamic Development Bank Meetings

Uganda has reaffirmed its strong partnership with the Arab Bank for Economic Development in Africa (BADEA) following a high-level meeting between Permanent Secretary and Secretary to the Treasury, Dr. Ramathan Ggoobi, and BADEA President Abdullah Khalil AlMusaibeeh on the sidelines of the 2026 Annual Meetings of the Islamic Development Bank in Baku, Azerbaijan.

During the meeting, Dr. Ggoobi expressed appreciation for BADEA’s continued support to Uganda, particularly in the health sector. He highlighted the bank’s contribution towards the construction and equipping of the Uganda Heart Institute in Naguru, a project being implemented in partnership with the OPEC Fund for International Development and the Saudi Fund for Development.

He also acknowledged BADEA’s role in financing the refurbishment and equipping of Bugiri General Hospital, aimed at improving access to quality healthcare services.

Dr. Ggoobi further commended the institution for its sustained support to the Uganda Development Bank (UDB) through multiple lines of credit. According to the Ministry of Finance, BADEA has so far financed seven lines of credit either directly to UDB or through the Government of Uganda. Currently, the bank is supporting UDB with financing worth USD 150 million, including USD 50 million and USD 100 million from its public and private financing windows respectively.

For his part, BADEA President Abdullah Khalil AlMusaibeeh thanked the Government of Uganda for the strong cooperation it has maintained with the institution and reaffirmed the bank’s commitment to supporting Uganda’s development priorities.

The meeting underscored the growing collaboration between Uganda and BADEA in financing critical sectors such as healthcare, infrastructure, and private sector development to accelerate economic growth and improve livelihoods.
