Inspector General of Police (IGP) Abas Byakagaba has reaffirmed the Uganda Police Force’s commitment to upholding human rights and taking action against officers who violate established standards of conduct.
Byakagaba made the remarks when he appeared before the Parliamentary Committee on Human Rights, chaired by Hon. Ouma Willy, to address issues concerning human rights observance and policing in Uganda.
The IGP was accompanied by the top Police management during the engagement with the Committee.
Byakagaba said respect for human rights remains central to policing and is a constitutional responsibility of the Uganda Police Force under Article 221 of the Constitution.
He said the Force continues to integrate human rights standards into its operational doctrines and tactical field instructions.
The IGP, however, acknowledged that some individual officers may violate the Police code of conduct, but assured the Committee that such officers are subjected to disciplinary action and, where applicable, prosecution under Uganda’s criminal laws.
He said the Force maintains a zero-tolerance approach to impunity, torture and high-handedness.
Byakagaba also urged Members of Parliament and members of the public to report cases of police excesses and operational gaps, saying such feedback helps the Force investigate complaints, correct mistakes and discipline officers found culpable.
He further said Police and other security agencies would continue working with Parliament and other stakeholders to ensure that policing is conducted within the Constitution and the law.
The IGP said the Force would also strengthen crime prevention efforts rather than focusing solely on responding to crimes after they occur.
He emphasised that law enforcement must be carried out with a “human face” while maintaining law and order.
Byakagaba also assured the Committee that the welfare of police personnel remains a priority, alongside the Force’s responsibility to safeguard the rights of all citizens.
“I want to affirm our unwavering commitment to safeguarding the constitutional rights of all citizens while maintaining law and order,” the IGP said.
