The Commonwealth Secretary-General, the Rt Hon Patricia Scotland KC, has expressed deep concern over the continued detention of Dr. Kizza Besigye, Haji Obeid Lutale, and Eron Kiiza, stating that their imprisonment undermines Uganda’s commitment to democracy, human rights, and the rule of law.
In a statement issued today, Secretary-General Scotland emphasized that Uganda, as a valued member of the Commonwealth, is expected to uphold the principles enshrined in the Commonwealth Charter. She condemned the abduction of Dr. Besigye and Lutale in Nairobi, Kenya, on November 16, 2024, and noted that their detention directly contradicts the Supreme Court ruling of January 31, 2025.
Highlighting concerns over Dr. Besigye’s health, the Secretary-General urged Ugandan authorities to ensure he receives proper medical care. She called for the immediate release of all those wrongfully detained and reaffirmed the Commonwealth Secretariat’s readiness to engage with the Ugandan government, opposition leaders, and regional stakeholders to find a peaceful resolution.
Reiterating the Commonwealth’s long-standing relationship with Uganda, she expressed hope for the restoration of a more inclusive and democratic political environment in line with the Commonwealth Charter.
