Rukungiri Residents Protest Removal of Government Irrigation Equipment

Residents of Nyabugando Village in Kyabahanga Parish, Bwambara Sub-county, Rujumbura County have protested the removal of irrigation equipment installed in 2017 to address drought and water shortages.
The residents say officials from the Ministry of Water and Environment, accompanied by police and personnel from the RDC’s office, removed a water tank and other equipment on April 1 without explanation.
The irrigation scheme sits on six acres of land donated by the Banguhire family to support farmers and improve access to water.


Senior Presidential Advisor on Agriculture and Local People, Peace Rugambwa, met residents and listened to their concerns. During the meeting, she contacted officials from the Ministry, including Ms. Kemigyisha, who said the equipment was removed over alleged misuse and would be relocated to district offices.


Rukungiri RDC Kikanshemeza Broni distanced his office from the decision, saying the equipment belongs to the Ministry and is not under his control.
Rugambwa directed the Ministry to return the equipment within seven days, noting the project was a presidential pledge to the community.
She warned that any officials found to have acted irregularly would face arrest.
