COSASE Rejects UCAA Official’s Representation, Orders On-Site Inspection

Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has declined to allow the Deputy Director General of the Uganda Civil Aviation Authority (UCAA), Olive Birungi Lumonya, to represent the authority’s substantive Director General during ongoing investigations into alleged corruption and mismanagement.

The committee, chaired by Hon. Muwada Nkunyingi, summoned UCAA officials to respond to queries arising from the Auditor General’s Report for the financial year ended 30 June 2025 and a recent Presidential directive ordering the immediate retirement of several senior officials in the public interest.

Lumonya told the committee that she had been acting as Director General for 33 days, but lawmakers questioned whether she had the authority to represent the institution and demanded that she produce the relevant appointment documents.

The committee also raised concerns about whether the officials present had the legal authority to respond to the queries, with some members arguing that the substantive Director General remained in office despite being away on health grounds.

Lumonya said the officials affected by the Presidential directive had completed the handover of institutional property and assets and that she had informed the UCAA Board of Directors.

COSASE has resolved to conduct an on-site inspection of UCAA facilities in Entebbe as part of its investigations.

The committee is scheduled to visit the authority’s facilities today Thursday, 20 August 2026.
