Fred Kabanda Appointed New Executive Director of Petroleum Authority of Uganda

The Petroleum Authority of Uganda (PAU) has appointed Mr. Fred Kabanda as its new Executive Director, with the incoming head set to assume office on 1 December 2026.

Kabanda’s appointment follows the successful completion of the recruitment and onboarding process, according to the PAU Board of Directors.

He brings about 30 years of experience in Uganda’s petroleum sector, having served in various technical and leadership positions at the Ministry of Energy and Mineral Development and the African Development Bank.

Kabanda will take over the leadership of the Authority as Uganda continues to advance the development of its petroleum resources.

Until Kabanda assumes office, Mr. Otonga Michael Ochan will continue serving as Acting Executive Director.

The PAU Board expressed appreciation to the Ministry of Energy and Mineral Development for its guidance throughout the appointment process and welcomed Kabanda to his new leadership role.

The Authority said it remains committed to fulfilling its mandate of supporting the sustainable development of Uganda’s petroleum resources and contributing to the country’s socio-economic transformation.
