Parliament’s Public Accounts Committee (Commissions, Statutory Authorities and State Enterprises) is set to seek clarification from the Permanent Secretary/Secretary to the Treasury over a leadership dispute at the Insurance Regulatory Authority (IRA).
The committee, chaired by Hon. Nkunyingi Muwada, was unable to proceed with scrutiny of the Auditor General’s report after both Acting CEO Dr Protazio Sande and Dr Ibrahim Kaddunabbi Lubega appeared before the committee and each laid claim to the position of CEO.
Former IRA Board Chairperson Dr Isaac Nkote Nabeta told the committee that a March 2026 board resolution rejected Kaddunabbi’s reappointment following an evaluation of his performance.
The current Board Chairperson, Keto Kayemba, said the board upheld the decision and recommended Dr Sande for appointment after considering various heads of department.
The committee also wants a copy of the court injunction obtained by Kaddunabbi as it seeks to establish the legal position regarding the leadership of the authority.
The committee will seek further clarification from the Permanent Secretary/Secretary to the Treasury, who is the substantive chief executive officer of the IRA.7
