The Office of the President has warned the public against fraudsters moving around the country soliciting money from people with promises of securing them appointments as Resident District Commissioners, Deputy RDCs and Assistant RDCs.
The warning was issued by the Permanent Secretary in the Office of the President, Hajji Yunus Kakande, who said there are no vacant positions in the offices of RDCs, deputies and assistants.
According to Kakande, there are currently no pending changes in the offices of RDCs, Deputy RDCs and Assistant RDCs. He said the current office holders are constitutionally mandated to continue executing their duties.
The clarification comes shortly after the announcement of the new Cabinet last month, which triggered speculation that the President was considering countrywide changes in his representatives at district, city and division levels.
However, the Office of the President has dismissed the speculation, saying no such reshuffle is expected.
Speaking to UBC, Hajji Kakande warned the public not to pay money to individuals claiming they can influence appointments or deployments in the RDC structure.
“People should not pay money to conmen for RDC jobs. Positions are already filled, the holders are currently serving, and there will be no changes in the meantime. There are no lists for now, and if there are changes to be made, it will be in a few cases and mainly about those who are not disciplined,” Kakande said.
He said the current RDCs are already in office and are doing a good job, adding that they played a key role during the elections.
“The RDCs are already in office and doing a good job. They did a great job during elections, and to that effect, no changes are coming,” Kakande added.
Kakande called on RDCs, Deputy RDCs and Assistant RDCs to concentrate on amplifying the President’s message of “Kisanja No Sleeping” by working with elected leaders to sensitise Ugandans on wealth creation and development.
On the issue of salary enhancement, Kakande said the matter has been pushed to the 2027/2028 financial year. He said the government has this time given priority to increasing the salaries of Arts teachers.
“We had wanted to increase salaries of RDCs, Deputy RDCs and Assistant RDCs in this financial year 2026/2027, but we agreed to first fulfil the demands of Arts teachers who have for a long time demanded a pay rise matching that of scientists. That is why the RDC salary enhancement has been carried forward. In the 2027/2028 financial year, we will definitely increase salaries for RDCs, deputies and LC V chairpersons,” Kakande said.
